The more notable fact is the capturing of the emerging mood which then got reflected in the campaign slogans.The whole of national sympathy did not translate in votes for congress because of organizational streamlining of the congress was still an unfinished task.Bihar and Orissa are two glaring examples.The second major fact is the miracle of collective wisdom in action. Nobody was capable of driving such a powerful and unforgettable lesson to divisive politics of communal BJP and her sibling.The bewildered BJP is now speaking many different languages as Mr. Advani has himself admitted.The third point is the absence of national opposition has been underlined as the recent democratic exercise has shown it is only congress having recognizable national presence.BJP claim of being the other pole has illusive substance.

अधिकांश राजनीतिक पंडित 2009 के चुनाव को जिस झाडू मार भाषा में व्‍याख्‍यायित कर रहे हैं और जल्‍दी से बताना चाहते हैं कि इसबार का चुनाव ऐतिहासिक क्षण था और वे चूंकि इस ऐतिहासिक क्षण के साक्षी हैं तो वे भी महान हैं। असल में तथाकथित महानता का यह मध्‍यवर्गीय पाखंड है,वर्चुअल आनंद है। इसबार का लोकसभा चुनाव नव्‍य उदार प्रौपेगैण्‍डा के पैराडाइम के आधार पर लडा गया और उसी पैराडाइम को आधार बनाकर ओबामा ने अमरीका में सदर का चुनाव लडा था। चर्चा इस पक्ष पर होनी चाहिए कि इसबार के चुनाव के प्रौपेगैण्‍डा का नव्‍य उदार पैराडाइम क्‍या है, सन 1971 लोकसभा चुनाव में जिस तरह स्‍व.श्रीमती इदिरागांधी ने रेडियो का जमकर इस्‍तेमाल किया था ठीक वैसी ही आक्रामक पद्धति का इसबार टीवी समाचार चैनलों का इस्‍तेमाल किया गया। सुनियोजित ढंग से कांग्रेस के द्वारा समाचार चैनलों के टॉक शो और समाचारों के समय का देशभर में प्रबंधन किया गया। साथही यह भी सुनिश्चित किया गया कि मनमोहन सिंह सरकार के खिलाफ किसी भी किस्‍म का गंभीर प्रचार और मूल्‍यांकन चैनलो से प्रसारित नहीं हो पाए। बडे ही कौशल के साथ नव्‍य उदार आर्थिक नीतियों पर किसी भी किस्‍म की बहस को टाल दिया गया और मान लिया गया कि यह चुनाव नव्‍य उदार आर्थ्रिक नीतियों पर जनता की मुहर है। यह पहला ऐसा चुनाव है जिसकी कोई एक देशव्‍यापी अंतर्वस्‍तु नहीं है। कांग्रेस को संगठित दल और विपक्ष को विभाजित और अक्षम दलों के नीतिहीन मोर्चे के रूप में पेश किया गया। टीवी चैनलों का अधिकांश समय गैर जरूरी मुददों पर ही खर्च हुआ।चैनलों में सामाजिक, आर्थिक क्षय के आख्‍यान एकसिरे से वैसे ही गायब थे जैसे ओबामा के प्रचार अभियान में गायब थे। टीवी प्रचार ने भय ,अस्थिरता और असुरक्षा का वातावरण बनाया जिसका तानाबाना समझने में विपक्ष असफल रहा। नव्‍य उदार प्रचार मॉडल में तथ्‍यहीनता,सत्‍य का अनादर या अनुपस्थिति, बडबोलापन और नकली उम्‍मीदें होती हैं, ये सभी लक्षण ओबामा के प्रचार में थे और तकरीबन ये ही लक्षण कांग्रेस के टीवी प्रचार में भी थे। चुनावों का मूल्‍यांकन करते समय हमारा ध्‍यान प्रचार अभियान के बुनियादी लक्षणों पर केन्द्रित होना चाहिए न कि मूल्‍यनिर्णय पर।कांग्रेस की जीत हुई है किंतु बहुमत कांग्रेस को नहीं मिला बल्कि उसने अन्‍य दलों का सहयोग लेकर सरकार बनायी है,व्‍यापक प्रचार के बावजूद कांग्रेस को मात्र 206 सीटें मिली हैं। यह टीवी प्रचार की सीमा का भी संकेत है। वोटों का सामाजिक गणित अभी यह संकेत नहीं देता कि अस्मिता राजनीति का समापन हो गया है बल्कि संकेत यही हैं कि अस्मिता की राजनीति सिर्फ चुनाव में हारी है। सामाजिक गणित में नहीं। कांग्रेस ने टेलीविजन के जरिए नव्‍य उदारतावाद पर सहमति निर्मित करने की कोशिश की थी जिसके यथेष्‍ट परिणाम सामने नहीं आए हैं,शक्तिशाली भारत और सम़द्ध भारत के नारे के तहत आर्थिकमंदी को छिपा लिया गया ऐसा किस तरह किया गया इस पहलू पर ज्‍यादा विचार करना चाहिए। विमर्श का नव्‍य उदार पद्धतिशास्‍त्र क्‍या है इसे खोलने की जरूरत है। कांग्रेस ने प्रतीकात्‍मक तौर पर बायनरी अपोजीशन के पद्धतिशास्‍ृत्र का जमकर इस्‍तेमाल किया है उसे खोलने की जरूरत है। नव्‍य उदार प्रचार अभियान की पर्तों को खोले बिना इस चुनाव के राजनीतिक और विचारधारात्‍मक परिणामों के बारे में तर्कपूर्ण अनुमान लगाना संभव नहीं।साथ ही वाम दलों की पराजय को अलग करके कोई संतुलित समझ नहीं बन सकती।

I could not agree more that reading the recent electoral results as a defeat of ‘regionalism’ and ‘caste-based thinking’ is dangerous because it sidelines the very real issues animating a variety of movements throughout India. A couple of months ago I read something by Ram Guha in Outlook that basically said that Congress was the only ‘honourable’ party because of its storied history in the nationalist struggle (and implicitly because it defines itself as a ‘unifiying’ party). Sweeping the legitimacy of regional parties is the other side of this type of argument.

But at the same time, I wonder if Mayawati (and previous low-caste political success stories in the ‘heartland’ like Lalu Prasad) are the right people to lead this promised re-making of the South Asian political landscape. The criticisms of corruption and poor governance in UP and Bihar must be taken seriously, and the world must be given evidence that this new kind of power centre can indeed work to uplift people. Right or wrong (I’m by no means familiar with statistics in these regions), the PERCEPTION was that UP wasn’t governed well, which is why Rahul Gandhi was so successful there this year.

Barack Husain Obama ran a brilliant campaign and is proving the most effective president in dealing with the economic and social crises besetting the world today,

This is unbelievable. Obama has basically called all the vultures from Wall Street and given the keys to Treasury to these vultures. And here, Gail Omvedt is telling obama is the most effective president in dealing with economic crisis.

Effective in opening everything for the wall street vultures who themselves created this crisis.

Obamaniacs are not much different from Gipper aka Reagan. He told Facts don’t matter, Facts are silly little things.
